MISSION:

The Shoshone Water Right Preservation Coalition & Campaign represents a diverse group of stakeholders working toward permanent protection of the historic Shoshone Water Right – the largest and most senior non-consumptive water right on the Colorado River. Preserving Shoshone flows in perpetuity is a generational investment in Colorado’s water security with myriad benefits upstream and downstream for Colorado’s environment, economy, communities, and water users across the state.

SHOSHONE WATER RIGHT PRESERVATION: A UNIFYING COALITION FOR COLORADO

In December 2023, the Colorado River District and Xcel Energy finalized a historic Purchase & Sale Agreement (PSA) for the water rights tied to hydroelectric power production at the Shoshone Power Plant in Glenwood Canyon. The $99 million agreement is a fundamental first step toward permanent protection of the most senior (1902) and junior (1929), non-consumptive water right on the upper Colorado River – which command critical flows both upstream and downstream of the hydroelectric plant.

This effort has a long history of interest and support. For more than 20 years, the Colorado River District and 19 other western Colorado governments and water entities have been working together to find a way to permanently preserve the Shoshone flows.

The Shoshone Water Right Preservation Coalition is an inclusive, transparent, and diverse group of stakeholders committed to permanent protection of Shoshone’s essential flows and the upstream and downstream benefits the flows provide to all Colorado citizens. Permanently protecting these flows means Colorado’s communities and businesses receive decisive water security while preserving key environmental, recreational, and economic benefits for water users upstream, downstream, and across the state.

ECOLOGICAL BENEFITS

The Shoshone Hydroelectric Plant will remain in service, producing 15 megawatts of renewable electricity for about 15,000 customers, and continuing Xcel Energy’s leading efforts in clean energy production. After leaving the hydro plant and returning to the river, Shoshone flows provide critical ecological benefits for all Coloradans in the face of ongoing drought and uncertain future water supplies:

Endangered Species

Preservation of the Shoshone water rights supports the recovery of Colorado’s four threatened and endangered fish species, especially in dry years. Overall, the Shoshone water rights provide well-timed flows in the 15-Mile Reach, a stretch of critical habitat in the Grand Valley, during important shoulder and late irrigation seasons when the river is prone to higher temperatures and lower flows, as well as during the winter months. These flows preserve the natural baseflow of the river, which supports the success of the Upper Colorado Endangered Fish Recovery Program.

Water Quality

Shoshone permanency ensures clean, reliable water for West Slope municipalities and irrigators from New Castle to the Grand Valley. Dependable Shoshone flows provide water quality benefits essential for West Slope communities as climate change increases temperatures, reduces streamflow, and increases wildfire risks. The health of our West Slope communities and economies built on water-dependent recreation and agriculture need the water security Shoshone permanency would provide.

ECONOMIC BENEFITS

Preserving the instream flow of the Shoshone water right is a permanent and priceless investment in the health and vitality of the Colorado River and all who depend on it. The State’s robust recreational economy relies heavily on the Colorado River mainstem. Commercial river outfitters, farmers, ranchers, and recreationists rely on these flows to keep Colorado’s foundational economies afloat.

Outdoor Recreation

River recreation in Colorado contributes $14.6 billion annually to the state’s GDP, with nearly $4 billion coming directly from the Colorado River basin on the Western Slope.1 Shoshone flows benefit Colorado communities both upstream and downstream of the call, strengthening the state’s iconic river recreation industry throughout Grand, Summit, Eagle, Garfield, and Mesa counties. As temperatures rise and streams diminish, Shoshone permanency provides security for this economic industry, protecting the recreational fishery and boating that sustain local businesses and attract water-based recreators.

Agriculture

Shoshone’s commanding flows, Colorado’s $11.9 billion agricultural economy, and the Upper Colorado Endangered Fish Recovery Program are intimately linked.2 Shoshone permanency upholds current Colorado River flow patterns that are foundational to the state’s productive ag economy. Shoshone water right preservation protects both east and west slope agricultural producers with streamlined ESA compliance and greater water security in a hotter, drier future, allowing Colorado’s robust agricultural economy to continue alongside critical habitat protections.
